Expectations that the GST would be implemented in 2014 or 2015 turned dim with the finance minister having clearly ruled out a phased implementation of Goods and Services Tax (GST).
The state-finance ministers had decided, in a meeting at Bhubaneswar, that the GST would be introduced in a phased manner similar to the rollout of the value-added tax (VAT) and the finance minister mandated that all the states will have to be onboard. He warned that the Rs 34, 000-crore Central Sales Tax (CST) compensation that is to be paid for the last three years will not be paid if all the states did not agree to a deadline on GST.
On the Constitutional Amendment, the states decided to leave the dispute resolution panel out of the GST model which the finance minister agreed to and these comments will be sent to the standing committee which is likely to incorporate them in the final Constitutional Amendment.
The key question is whether the Bharatiya Janata Party (BJP) will allow the United Progressive Alliance (UPA) to take political mileage for the rollout of GST in the last year before elections. So, it remains to be seen if BJP-ruled states like Gujarat and Madhya Pradesh will come onboard after playing hardball for the last four years.
Sushil Modi, chairman, GST Panel told CNBC-TV18, "The empowered committee will draft a model legislation and will require a model Bill which is required to be passed by all state legislatures. That model Bill will be drafted by the empowered committee in consultation with central government officials."
